Germain Quintanilla, was born in Los Angeles to a hard working Salvadoran immigrant father and mother. His passion for education was instilled in him by his parents. They firmly believe that education is the key for success in life and pushed the importance of school in their household. Mr. Quintanilla has had the pleasure of serving the amazing students of Channelview I.S.D. since 2011. He earned his Bachelor's degree in Art Education from the University of Houston - Main Campus in 2011 and taught advanced and intro level visual arts courses at Channelview High School until 2021. During his time as a visual arts teacher, Mr. Quintanilla helped expand the program from three teachers to our current seven that serve our students today. His goal and passion as a teacher was to create as many opportunities for our students to express themselves and learn as many visual art programs as possible during their high school career. Mr. Quintanilla’s educational philosophy is that we must teach the entire student, meaning the student’s progress in academics, social-emotional needs, self-expression, and career readiness.
Mr. Quintanilla earned his Master’s degree from Texas Tech University in Art Education in 2015 and his principal certification in 2019. Mr. Quintanilla loved his time as a visual arts teacher but knew that he would like to reach and help more students outside of his classroom. He was given the opportunity to become an assistant principal in 2021 at Goose Creek C.I.S.D. He had the pleasure of opening a brand new middle school and was in charge of the 7th grade class, the ESL program, the science department, the fine arts department, school safety, textbooks, and the anti-bullying committee. In 2022, Mr. Quintanilla came back home to Channelview I.S.D. to join the Channelview High School administration team. He was in charge of the ESL program, the fine arts department, the newcomer program, and was the parent liaison for the campus.
In 2025, Mr. Quintanilla was announced as the head principal of New Horizons Fine Arts Magnet at Crenshaw. In his first year he has developed the fine arts programs, RCA house systems for PBIS, created community events, and is developing an intervention plan for academics with his curriculum support team. The goal is to create a campus that educates the entire student body.

My name is Cynthia Peña-Lopez, and I am thrilled to work alongside the community and administration team to guide our students toward success. Born and raised in the heart of Houston’s Magnolia neighborhood, I am proud to bring my roots and values to my work as an educator.
I am a proud graduate of Texas A&M University, where I earned my master’s degree in Administration. As a mother of four, I celebrate the accomplishments of my children, with two of them graduating from the University of Houston and Texas A&M.
As a passionate educator, I prioritize students’ safety while fostering their academic growth. I believe that every student deserves a supportive environment where they can thrive both personally and academically.
Outside of school, I cherish spending time outdoors and creating memorable moments with my family. I look forward to working closely with all stakeholders to ensure that our school continues to be a place of excellence and opportunity for all.
