Channelview ISD Student Cell Phone Guidelines
Channelview ISD Parents and Staff,
Recent changes to state law have required Channelview ISD to enforce new policies regarding the usage of your student’s electronic devices in our classrooms. As CISD prepares for the upcoming school year, we ask for your cooperation in keeping your student’s classrooms free from distractions.
While your child is in the classroom, moving between classrooms, eating lunch, or at any campus event, state law now requires your student’s cell phone be turned off and stored in a safe location.
Your student can use their cell phone in the event of an emergency with staff approval and after the final dismissal bell as they exit campus or wait for transportation.
Now, more than ever, we are asking for your student’s cooperation to build a learning environment free from interruptions electronic devices often bring. CISD staff have been instructed to take the following steps to maintain distraction-free classrooms.
Consequences for Violations - Junior High/High School Students
1st Offense:
Device is confiscated; Stored in the administrator’s office.
Referral entered into Skyward; Verbal reprimand.
Parent/guardian notified and device must be picked up by a parent/guardian during school hours.
2nd Offense:
Device is confiscated; Stored in the administrator’s office.
Referral entered into Skyward; Student is assigned one day of detention.
Student signs a behavior contract acknowledging expectations.
Parent/guardian notified and device must be picked up by a parent/guardian during school hours.
3rd Offense:
Device is confiscated; Stored in the administrator’s office.
Referral entered into Skyward; Student is assigned one day of In-School Suspension (ISS).
Parent/guardian is notified and device must be picked up by a parent/guardian during school hours.
4th Offense:
Device is confiscated; Stored in the administrator’s office.
Referral entered into Skyward; Student is assigned one to three days of ISS, depending on circumstances.
Parent/guardian is notified and device must be picked up by a parent/guardian during school hours.
Parent conference required before device is returned.
5th Offense and Beyond:
Device is confiscated; Stored in the administrator’s office.
Referral entered into Skyward; Additional disciplinary action assigned (e.g., extended ISS, Out-of-School Suspension).
Parent/guardian is notified and device must be picked up by a parent/guardian during school hours.
Student will not be permitted to bring personal communication devices to school for 4 weeks.
Campus may implement a personalized personal communication devices management plan (e.g., daily check-in/check-out system).
Consequences for Violations - ELEMENTARY SCHOOLS
1st Offense:
Device is confiscated; Stored in the administrator’s office.
Referral entered into Skyward; Verbal reprimand.
Parent/guardian notified and device(s) must be picked up by a parent/guardian during school hours.
2nd Offense:
Device is confiscated; Stored in the administrator’s office.
Referral entered into Skyward; Conference with Counselor.
Parent/guardian notified and device(s) must be picked up by a parent/guardian during school hours.
Parent/guardian & Student sign a behavior contract acknowledging expectations.
3rd Offense:
Device is confiscated; Stored in the administrator’s office.
Referral entered into Skyward; Student is assigned detention.
Parent/guardian notified and device(s) must be picked up by a parent/guardian during school hours.
4th Offense:
Device is confiscated; Stored in the administrator’s office.
Referral entered into Skyward; Student is assigned Saturday School Detention.
Parent/guardian notified and device(s) must be picked up by a parent/guardian during school hours.
Parent conference required before the device is returned.
5th Offense and Beyond:
Device is confiscated; Stored in the administrator’s office.
Referral entered into Skyward; Additional disciplinary action assigned (e.g., Out-of-School Suspension).
Parent/guardian notified and device(s) must be picked up by a parent/guardian during school hours.
Student will not be permitted to bring personal communication devices to school for 4 weeks.
Campus may implement a personalized personal communication devices management plan (e.g., daily check-in/check-out system).
On a case-by-case basis, students will be allowed to use their personal communication devices on school property, during the school day under the following circumstances and after completion of the appropriate campus form:
The student’s use is necessary for implementation of the student’s individualized education program (IEP), a 504 plan, or a similar program or plan;
The student’s use is required due to a documented need based on a directive from a qualified physician; or
The student’s use is necessary to comply with a health or safety requirement imposed by law or as part of the District or campus safety protocols.
BACKGROUND: Gov. Greg Abbott signed Texas House Bill 1481 (HB 1481) into law, which requires all Texas public school districts and open-enrollment charter schools to implement written policies banning students from using “personal communication devices” - such as cell phones - during the school day.
What students are NOT allowed to use under HB 1481 during class:
Any wireless electronic communication device capable of transmitting and/or receiving data
Smartphones
Smart watches
Personal tablets
Text messaging devices
Personal laptops
“Smart Wear” (Examples: Bluetooth headphones, earphones, smart glasses)
